Velocità Adsl, il test fai-da-te svela come si naviga in Italia

LA VELOCITA’ delle Adsl italiane è deludente, ed è un paradosso: in teoria dovrebbero essere tra le più veloci in Europa, visto che arrivano a 20 Megabit. Ma ormai si può dire che, per l’Adsl, “il re è nudo”: sono tanti gli studi che, confrontando le connessioni di vari Paesi europei, finiscono per mettere in cattiva luce quelle italiane.
L’ultimo studio è di Speedtest.net: l’Italia risulta 45esima al mondo per velocità reale di download e 79esima per quella di upload, dietro i principali Paesi europei. È un risultato generato da milioni di test fatti dagli utenti sulla propria connessione, tramite lo stesso sito Speedtest.net.
I malumori degli utenti, delusi dalla velocità dell’Adsl, sono in continua crescita, del resto. È di qualche settimana fa l’ultimo caso di operatore multato dall’Antitrust per “pratica commerciale scorretta” in merito alla velocità Adsl. Stavolta è capitato a Fastweb, che pure ha in genere fama di buona qualità delle connessioni; ma tutti i principali operatori, presto o tardi, sono finiti nel mirino dell’Antitrust per questo motivo: le multe sono sempre per “messaggi pubblicitari ingannevoli”, cioè per aver fatto credere agli utenti di poter navigare a una velocità molto superiore a quella in effetti raggiungibile, mai ben specificata sul sito.
La situazione è arrivata a un punto di rottura. Si moltiplicano le denunce e gli sforzi per chiarire il problema delle velocità Adsl che non corrispondono a realtà. Adesso l’osservatorio banda larga Between sta lavorando allo studio più esteso sulla qualità delle connessioni italiane, con l’aiuto di test fatti dagli utenti tramite il programma Isposure. I risultati preliminari sono scoraggianti: le Adsl vanno alla metà o a un quarto della velocità dichiarata.
E non che le connessioni su banda larga mobile (Umts/Hspa) se la cavino meglio, anzi: vanno a circa 1-2 Mbps, anche se dichiarano velocità massime di 7 Mbps (come riportano non solo i test di Between ma anche quelli di Altroconsumo).
Insomma, i tasselli stanno andando al loro posto e rivelano che la banda larga italiana soffre del mix paradossale di tre elementi: grandi promesse degli operatori, velocità reali molto più basse di quelle dichiarate e della media europea, scarsa trasparenza delle offerte.
Per quest’ultimo punto l’utente può già fare qualcosa: usare test evoluti della connessione, come quello (gratuito) di Isposure. È un software che si installa e testa la connessione a intervalli di tempo. Mostra anche i risultati di test fatti da altri utenti, nelle vicinanze. Così permette di capire non solo a quanto va la connessione ma anche se ci sono operatori che, nella nostra stessa zona, danno un servizio migliore.
Molto altro resta da fare (e forse diventerà realtà nel 2010) per combattere il problema delle Adsl ingannevoli. Agcom (Autorità garante delle comunicazioni) e la Fub (Fondazioni Ugo Bordoni) pubblicheranno entro ottobre il primo software “certificato” per testare la connessione. L’utente potrà usarne i risultati, quindi, per rivalersi sull’operatore, chiedendo per esempio rimborsi o una disdetta del contratto se le promesse pubblicitarie sono largamente disattese.
Il problema è che, a riguardo, le regole sono un’incognita: già da novembre 2008 Agcom ha chiesto agli operatori di dichiarare non solo la velocità massima ma anche quella minima e media per le proprie connessione, con tanti altri parametri. Ma gli operatori non si sono adeguati. Il software certificato servirà a ben poco se le promesse degli operatori continueranno a essere così fumose. “È uno di quei casi in cui noi facciamo le regole ma poi non vengono rispettate”, ha dichiarato Nicola D’Angelo, consigliere Agcom, durante il BBF Forum di Roma, a novembre. Bisognerà vedere se nel 2010 Agcom e i consumatori riusciranno a strappare agli operatori promesse più precise e, soprattutto, a farle rispettare.
